The lowest-skill rule: why per-skill scores decide everything

The most damaging mistake candidates make is chasing an overall score. Suppose you target an overall 70 and get it — but your Reading comes back at 48. That is CLB 6 in Reading, below the CLB 7 floor, so you fail an all-skills-CLB-7 requirement even though your other three skills are strong.
